About the game

What is Penalty Shooters 2?

Penalty Shooters 2 is a free penalty-shootout game in which you pick a team from one of 12 fantasy leagues and play it through a cup — a four-team group stage, then knockout rounds — taking your own penalties and keeping goal for the other side, all with one press-and-release control.

It is the middle game of a series our arcade already carries: Penalty Shooters, the original, and Penalty Shooters 3, the newest. GameDistribution published Penalty Shooters 2 on February 27, 2017, updated it on September 5, 2024, and lists it under Physical Form. The build we played showed version 1.0.8 on its first screen.

That first screen is a league picker headed “Pick your fantasy league”: England, Spain, World Cup, Italy, France, Brasil, Mexico, N. America, Argentina, Netherlands, Germany and Russia. A line beneath it says the club names, kits and colours are fictional, and the clubs show it: the English league includes Cannon Wow, Toffees, Magpies, Latics, Black Cats, Baggies, Seasiders and Cheese Utd. The World Cup league is the exception — it uses national teams, from France and Brazil to Czechia and Colombia.

Each league is a 32-team cup. The team screen sorts the teams into eight groups of four, labelled A to H, and you play the other three in yours. A win earns 3 points, the table tracks wins, losses and goal difference, and the official description says you need to finish first or second to reach the knockout phase. A Skip Groups box on the same screen jumps straight to a 16-team “Road to the Final” bracket.

Every match is a shootout of five kicks each, with a row of five lights for each side that turns green for a goal and red for a miss. If it is level after five, it goes on — one of the other results in our group finished 6:5. Your own goals in Penalty Shooters 2 also add to a points total in the corner of the screen: each of ours was worth 50.

Compared with its siblings, Penalty Shooters 2 is the one built around league cups. The original keeps the format simple — best of five, then the next opponent — and Penalty Shooters 3 adds tier progression and a World Cup mode in named stadiums. If you like groups, tables and a run to the final, this is the one to play, and because the teams change with the league you pick, there are twelve different cups to win.

How to play

Playing Penalty Shooters 2

  1. 1
    Pick a fantasy league

Choose one of the 12 leagues on the first screen. Change League on the main menu brings you back here later.

  2. 2
    Choose your team

Press Start and pick a team from the eight groups. The screen confirms “You picked:” with its name and kit. Tick Skip Groups if you want to go straight to the knockouts.

  3. 3
    Take your penalty

Press anywhere and hold — a target moves across the goal and the arrow at the ball follows it. Release when the target is where you want the shot to go.

  4. 4
    Keep goal

When “Opponent’s turn” appears, you are the goalkeeper. The game’s instructions are to wait to see the target, press and hold to move, and release to dive.

  5. 5
    Win the shootout

Each side takes five kicks, and the lights under the score show every goal and miss. If it is level, the shootout continues until one side scores and the other misses.

  6. 6
    Get through the cup

Collect points in the group — 3 for a win — to finish in the top two, then win every knockout tie on the Road to the Final.

Tips & strategy

How to win at Penalty Shooters 2

  • Watch the target, not the kicker. While you hold, the target travels around the goal and the arrow at the ball follows it. Release when it is near a post and away from the goalkeeper.

  • Release early rather than late. The target keeps moving as long as you hold. In our test a quick press and release put the ball in the net, while a long hold sent the target up to the corner of the frame and the shot went wide.

  • Treat every kick as a group point. In Penalty Shooters 2 only the top two in a group of four go through, and goal difference separates teams level on points. A 5:4 defeat costs less than a 5:2.

  • Keep goal on purpose. The goalkeeping instructions say to wait until you can see the target before you move. Diving early guesses; waiting lets you read where the shot is going.

  • Use Skip Groups to practise knockouts. If you only want pressure kicks, Skip Groups takes you straight to the 16-team bracket, where every shootout is win or go home.

  • Try a different league. Each Penalty Shooters 2 league brings its own teams — the English league is all invented club names, the World Cup league is national sides. Change League on the main menu for a new cup to play through.

  • Do not be rushed by sudden death. After five kicks each the shootout continues one kick at a time. The control is the same, so take the same care with the sixth kick as with the first.

Good to know — Penalty Shooters 2 runs every league as a real cup: 32 teams in eight groups of four, 3 points for a win, then a 16-team Road to the Final.
